Understanding Patient Data (UPD), part of the NHS Confederation, plays a critical role in helping the public, professionals and policymakers understand how health data is used.

With new long-term funding secured, UPD needed to make a key strategic decision: improve the existing website or invest in a full redesign.

Invuse was commissioned to deliver a comprehensive UX discovery, providing the data, insight and validated direction needed to move forward with confidence.

The challenges

A thorough discovery phase with users and stakeholders identified key barriers to understanding, navigation and self-service.

1. Users struggled to complete key tasks

  • Only 57% task success rate, well below the 70% benchmark for a usable digital service

  • Some journeys as low as 33% success

  • Users unable to complete tasks without multiple attempts

  • Key actions not clearly signposted or easy to follow

2. Journeys were unclear and inefficient

  • Only 41% directness across journeys

  • Users frequently looped between pages

  • Multiple entry points for the same information

  • Lack of clear next steps within journeys

3. Finding information took too long

  • Average task completion time of 9 minutes 29 seconds, significantly higher than expected for information-based journeys

  • Even simple journeys slowed by navigation issues

  • Users spent time exploring rather than completing

  • High effort increased frustration and drop-off

4. Content and structure did not match user needs

  • Topics split across multiple sections

  • Inconsistent terminology across the site

  • Content structured around organisational needs rather than user intent

  • No clear pathways for different audience types

Designing services around user needs 

Combining qualitative depth with structured testing allowed us to understand not just what users were doing, but why they were struggling.

Key insights from users

From insight to direction  

The discovery translated complex research into clear, prioritised actions, ensuring stakeholders could move forward with confidence and a shared understanding of what to improve and why.
